"Article" as defined (iii) in the standard means a manufactured item, which does not release, or otherwise result in exposure to a hazardous chemical under normal conditions of use. Therefore, an MSDS is not required for ballasts or ballast components. One of the components used in all high power factor ballasts is a capacitor. These capacitors, used in ballasts made by every manufacturer in the industry, contained PCBs in small amounts until 1978. At that time, PCBs were outlawed and a change was made to an alternative material. All high power factor Universal Lighting Technologies Universal® and Triad® ballasts manufactured since January 1979 do not contain PCBs and is indicated on the product label (Normal or low power factor ballasts do not contain capacitors and therefore never contained PCBs).
